Campus penalties and rules

The University of Aleppo issued a decision on March 29 imposing disciplinary measures on students who dispose of waste outside designated bins, covering paper, cigarette butts, food and drink waste both inside and outside campus buildings. Confirmed by media office official Youssef Kharfan, the rule stipulates a one-month suspension for a first violation, with repeat offenses punished by a two-month suspension plus a fine of 250 new Syrian pounds (about US$2). The decision cites Law No. 6 and Decree No. 250 of 2006 and amends Decision No. 1584 (December 2025) on student conduct and exam violations.

Context: citywide sanitation crisis

The measure comes amid a persistent cleanliness crisis in Aleppo — particularly in eastern neighborhoods — where garbage accumulates regularly despite government campaigns. Governor Azzam al-Gharib has proposed forming a committee to study violations and improve sanitation, and provincial meetings in November 2025 and February reviewed equipment, staffing and fee adjustments. Local observers warn that limited resources, aging equipment and insufficient personnel have hampered lasting progress, posing health risks from odors, pests and disease. as reported by Enab Baladi
